About Oregon Eligibility Partnership The Oregon Eligibility Program Business Information Services (OEP-BIS) is responsible for ensuring ODHS programs and policy integrity in Enterprise IT Project and in operations and maintenance efforts. OEP-BIS specialize in standards and practice of Businesses and User Acceptance Testing Services related to Enterprise IT solutions. OEP-BIS contributes to ODHS mission and program integrity through collaboration and strategic planning with State, Agency, Program and other related business and IT organizations; and by providing vendor, contract and budgetary oversight and maintenance solutions. The Oregon Eligibility Partnership is the dedicated program for ensuring coordinated responsibility occurs in determining timely eligibility benefits for Oregonians seeking supports related to health, food security, employment, and cash benefits. The intent of this program is to shift Oregon from a programmatically siloed state to an eligibility process that moves beyond integration and equality, to focus on equity of services and providing timely, accurate, and necessary eligibility determinations, referring individuals who are denied or approved to the appropriate ongoing services in a more person-centered way. One in three people in Oregon receive benefits through the ONE eligibility system. OEP supports the more than 4,000 employees across the state who assist people in Oregon with applying for and managing the medical, food, cash, or childcare benefits they receive through ONE. What We Are Looking For, Minimum Qualifications A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Information Systems or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work, OR; Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification. Essential Attributes We are looking for candidates with: Experience in the procurement, execution and/or oversight of legal contracts. Experience independently negotiation of initial or amended agreements. Serves as oversight of contractual documentation and budgetary expenditure, including escalation to appropriate leadership when timelines, cost limits and/or legal requirements are at risk. High proficiency in Microsoft Office Suites including Word, Excel, Teams, 365 and SharePoint. Skilled at reviewing tracked changes and comment from multiple reviewers within a document and collate/combine feedback, rewording as appropriate. Strong internal and external communication skills including via email, within documents, virtual meetings, through screen sharing, by phone and in-person, if required. Skilled at learning from a variety of sources including websites, templates, previous examples, attending online training, attending meetings, taking/following notes and seeking out internal resources. Excellent analytical and problem-solving skills to identify obstacles and take initiative to implement solutions to ensure contractual obligations proceed according to State laws and agency policies. Your duties at a glance As an IT Contract Analyst, you will: Manage and oversee IT Vendor Management Services with Contracts. Provide oversight of IT vendors/licensed software contractors. Draft scopes of work, statement of work, contract amendments, change orders, insurance requirements. This position will provide vendor and contract management and administration for the CAM-CALMS-ERM contracted vendors outsourced systems, services, and licensed software. You will manage the vendor relationship, drafting, coordinating review of amendments and change orders mission critical systems. Review and analyze contractor reports to ensure the contractor is meeting contractual requirements. Review and approve system fixes are within scope or contracted services by vendor. Work with executives, system users to ensure business needs are being supported. Work with executives, business owners, business users on prioritizing of system enhancements with the terms and conditions of the contract with vendor. Working conditions This position will be filled as fully remote. The ability to report to Salem is required when training, business or operational needs are dependent on onsite activities. The position may require in-frequent travel with possible overnight to remote locations across the state. The Salem, Central Office in an office environment consist of low-level cubicles with audible distractions. Work is performed through technology and computer-based software. Reliable internet is required. Priority and scope of work must be closely monitored, frequent adjustments are required. Virtual collaboration with various team, stakeholders, and third-party vendors through various software applications. Including the need to present material, facilitate and document meeting activities through on-line application method Long period of sitting. Overtime may be required during peak periods. High pressure environment and high-volume workload.
