The Opportunity
Abt seeks qualified HMIS application developer 3/4 for an anticipated CAL ICH bid. The position is contingent upon project award to Abt and the tentative start date is July 1st 2024. As a HMIS TA provider, you will help HMIS Lead Agencies and CoCs improve their data collection, reporting, policies, procedures, governance, program management, change management, software contracting, and other HMIS-related responsibilities. This will look different every day, from going locally to different CoCs and HMIS implementations providing on-site assistance, to working nationally in any number of initiatives to make use of data collected in HMIS. One day might be you working with federal funders looking for insights into databases and data collection in HMIS, and the next day talking with an HMIS system administrator just beginning their journey in the industry. You may be presenting HMIS content to a nationwide audience one day and finding data quality issues in a vast dataset the next. The work of implementing and managing HMIS in a CoC is a tough one, and we?re looking for someone like you who knows it, likes it, and has demonstrated success at it.
Core Responsibilities
? Implementing programming specifications to analyze and generate reports from HMIS data (most likely leveraging advanced SQL, R, and Python programming languages) to support local, data warehouse, and national reporting and use of HMIS data for homeless system planning.
? Developing data collection and analysis tools using data from HMIS, point-in-time counts, housing inventory counts, and other sources to inform system design, measure performance, and model improvement opportunities.
? Eliciting business requirements to document user stories. Defining acceptance criteria using business language and verifying code meets acceptance criteria using manual and automated testing procedures.
? Designing tools and guidance to help funders, HMIS Lead Agencies, and communities nationally to report on their data, understand their reporting tools, and develop and implement a robust HMIS database.
? Facilitating knowledge sharing to promote cross-learning within Abt and externally (e.g., communities, funders, HUD, and with our colleagues at other firms) to ensure all of those working to end homelessness can cultivate and apply the most effective strategies possible.
? Analyzing business problems to determine appropriate technical and/or non-technical solutions. Serving as knowledgeable business resource to project staff in all phases of the development and implementation of new systems and process improvements.??This involves: (a) setting expectations of what can be realistically expected, (b) addressing issues of sustainability, (c) tying technology back to the ultimate project goals. Openly, respectfully, and convincingly share ideas and reservations with senior level staff.
? Supporting multiple initiatives at one time, appropriately balancing and prioritizing each effort while setting realistic expectations for a diverse set of interested parties.

? Developer 3: Bachelor?s Degree Five years of relevant experience, or Master?s Degree Three years of relevant experience, or PhD
? Bachelor?s Degree plus five years of experience in a lead role providing analysis, programming, and configuration of end user HMIS applications and systems software, or
? Master?s Degree plus three years of experience in a lead role providing oversight of a CoC HMIS implementation and/or working locally to end homelessness, or
? Equivalent combination of education and experience (9 years) in a lead role providing oversight of a CoC HMIS implementation and/or working locally to end homelessness.
? Developer 4: Bachelor?s Degree Nine years of relevant experience, or Master?s Degree Seven years of relevant experience, or PhD Four years of relevant experience

? Technical HMIS expertise, including knowledge of the HMIS Data Standards, HUD XML and CSV schemas, and HMIS federal partner requirements.
? Demonstrated excellence programming HMIS software functionality, especially related to conformation with HUD Data Standards and Reporting Requirements and functionality (e.g., features to support community-level inventory management, and coordinated entry implementation.
? Demonstrated experience with data migration, data integration, moving data from one HMIS platform to a data repository, or moving data from one HMIS platform to another HMIS platform.
? Deep knowledge of and demonstrated experience with the Annual Homeless Assessment Report (AHAR) and Longitudinal Systems Analysis (LSA) processes and requirements.
? In-depth programming experience using advanced SQL in the context of complex relational databases, R, and/or Python, particularly to program reports for HMIS.
? Familiarity with Tableau/data visualization tools, Snowflake/SQL tools, Git/source control tools and/or related tools a plus.
? Experience using Atlassian products Confluence and Jira for planning and software.
? Familiarity with traceability, documentation, and accounting of all stakeholder requirements throughout the product development lifecycle.
? Demonstrated capacity to explain complex concepts in a variety of written and visual formats to non-technical audiences ranging from the client to end users.
? Continuous Quality Improvement knowledge and demonstrated use
? Experience analyzing administrative data to understand racial, gender and other subgroup disparities.
? Demonstrated excellence working in diverse environments and building interpersonal relationships.

? Demonstrated success in implementing an HMIS Data Quality Management Program (DQMP) or equivalent training and support for users of HMIS.
? Experience analyzing and presenting HMIS data to CoC and community leaders to help them understand homelessness, system performance, and system needs and to support planning processes focused on system improvement and equity. Experience including communities of color and people with lived experience of homelessness in the design of data collection systems and efforts, interpretation of data, planning, decision-making and implementation processes.
? Knowledge of how homelessness disproportionately impacts Black, Indigenous and People of Color. Ideal candidate would be able to support communities in deeply interrogating these disparities and support planning processes focused on advancing equity in homeless programs and systems.
? Knowledge of how homeless programs operate, McKinney-Vento program regulations, including the Continuum of Care (CoC) program and Emergency Solutions Grant (ESG) program, as well as familiarity with other federal partner programs that use HMIS, including Veteran?s Affairs (VA), Runaway and Homeless Youth (RHY), and Projects to Assist in Transitioning from Homelessness (PATH)

This position offers an anticipated annual base salary range of approximately $91,000?to $120,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
