What You Will Be Doing You will lead the programmatic and technical development of an extensive cross-office, cross-program Modernization project at the Higher Education Coordinating Commission, including all aspects of the project that relates to the modernization of Oregon?s HECC-managed Eligible Training Provider List (ETP/ETPL) and related program and processes. This position also evaluates program and performance outcomes and develops new methods or standards for statewide and local Workforce Innovation and Opportunity Act (WIOA) Title I programs, including the Adult, Dislocated Worker, and Youth programs, and National Dislocated Worker Grants (DWGs) through the development of policy and procedures, analyzing multiple complex data sets (including participant records, Federally-established PIRL data records and files, service and outcome data, and case records notes, among other sources. The position develops program policies; develops, administers, and monitors grants and contracts; and implements programs at the state and local levels. This position also monitors grants, contracts, and program guidelines at the state and local levels to ensure compliance with all of the above, in accordance with federal and state laws, rules and guidelines. Each of the three main bodies of work (HECC Modernization, WIOA Programs and Performance Outcomes, and Data Quality and Integrity work) are governed by separate (and sometimes overlapping) state and federal guidance; this position must read, interpret, and apply these complex rules when evaluating existing, and developing new, methods or standards of program administration. The position also provides leadership in developing more effective service delivery and gives consultative advice to agency staff, other state agencies, local governments, and community organizations. Duties Include Analyze WIOA program participant data, evaluate findings, and recommend policy and/or operational changes. Establish program guidelines and operational guidance for the implementation of multiple aspects of the HECC Modernization, Lifelong Educational Advancement Resource Network (LEARN) Project, including all aspects of the ETP and ETPL programs and processes. Establish operational guidance and/or policies related to Participant Data Elements, data collection, service tracking, and performance outcomes for four separate, complex, and semi-related federal grants and programs (WIOA Adult, Dislocated Worker, Youth, and NDWGs), through reviewing and writing agency policies and administrative rules based on state and federal rules, regulations, and statutes; and through the analysis multiple, lengthy, and sometimes incomplete data sets. [Example: The PIRL data set may have several hundred data elements per program participant, and Oregon has several thousand participants in the related programs or grants. Facilitate and/or participate with agency and multi-partner workgroups and work efforts, including those related to the administration of WIOA Programs and their related Performance Outcomes, Data Quality and Data Integrity. Function as a point of contact to provide comprehensive technical assistance for a variety of workforce development and program performance-related topics. Evaluate and recommend program priorities and strategies to achieve federal WIOA performance goals as well as state integrated service delivery goals. This position requires statewide and occasional out-of-state travel; some weekend duty, occasional evening meetings; and work weeks that extend beyond 40 hours. This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings. Additionally, in state and occasional out of state travel may be required for mandatory training and meetings. This is a full-time union represented position. This position will be headquartered at HECC?s Salem Office. Currently, OWI has a 1-day minimum in office for most positions, which is subject to change to meet position and operational needs. This position is also required to attend mandatory onsite meetings that may occur on any day of the week, as determined by the needs of the Project Team and/or development efforts. There may be additional in-office expectations during the training period; the details of the work schedule will be finalized with your supervisor. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. At least two years of program evaluation responsibilities. Technical reports writing and editing. Minimum Qualifications (Required Skills) A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program OR; Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
