About you and this role
Dow has an exciting opportunity for a Rail Maintenance Manager. The preferred locations for this role are Freeport, TX, Plaquemine, LA, Hahnville, LA. Other Dow locations in Texas, Louisiana or Midland, MI will also be considered.
As the Rail Maintenance Manager, you executes and improve railcar maintenance activities to support the rail mission of providing sustainable rail services which meet customer requirements at best cost. Facilitates execution of rail car maintenance driven by routine operation, regulatory compliance, reliability, service/quality and other. Maintains and expands maintenance capabilities within and external to Dow and works with Rail Logistics Team and other groups to plan and complete work in high quality, timely and cost effective fashion.
In this role, you will require in-depth conceptual and working knowledge of your discipline or functional area. You will need to understand your discipline's best practices and how they relate to others. You may need to lead small projects with manageable risks and resource requirements as well as serve as a resource for less experienced colleagues. You should also be able to explain difficult or sensitive information and work to build consensus with others.
It is your responsibility to analyze and resolve complex problems, examine information from multiple sources, and use judgement to evaluate established and new solutions. Your performance impacts a range of customer, operational, project, or service activities within your own team and other related teams and requires that you work within established guidelines and policies.
Responsibilities
? Interfaces with Rail Maintenance Planning Leader, Strategic Fleet Managers, Rail Fleet Reliability Manager and others to understand specific rail car maintenance requirements on an annual basis over a five year period
? Interfaces with Rail Maintenance Planning Leader, Strategic Fleet Managers and Rail Fleet Administrators to understand specific rail car maintenance requirements on a monthly basis over a 12 month period
? Interfaces with the Rail Maintenance Team, Rail Fleet Administrators, Site Logistics (including Galena Park) and Rail Purchasing to understand and expand internal and external maintenance capabilities by type and capacity
? Leads the Rail Fleet Maintenance Team Network and participate on other Rail Logistics teams as required. [I.E. Rail Engineering Team, Supplier Management Team, Rail Fleet Planning team, etc.
? Collaborates with Rail Purchasing in Supplier Management for third party suppliers such as Alltranstek [maintenance data], Union Tank Car & Procor [on-site mini shops] and external rail car manufacturers and repair shops.
? Manage service contracts to best effectiveness and efficiency for Dow
? Participates in external advocacy such as the AAR Tank Car Committee and other groups as appropriate
? Executes annual rail car specific maintenance to complete required activities at best cost
? Leads the site rail maintenance mini shop team and utilize maintenance metrics to achieve effectiveness and efficiency and adjust as necessary to meet plan
? Facilitates the rail logistics team in identification and elimination of barriers to effective, efficient rail maintenance
? Collaborates with Maintenance Planning Leader in maintenance work prioritization process by business and by site
The critical competencies required for success are: supply chain management skills, interpersonal effectiveness, team work, team management and delegation, taking initiative, problem solving skills, value creation, technical proficiency in use of computer applications, analytical skills, project management skills, mentoring skills, independent decision making skills, Deep knowledge of KPI?s, S&OP and Control Tower Processes. Intermediate to advanced knowledge of Excel, Microsoft Access and/or Power BI preferred. Desired previous skills managing relationship with suppliers (warehouse, carriers).
Qualifications
? A minimum of a bachelor?s degree or relevant military experience at or above a U.S. E6 ranking or Canadian Petty Officer 2nd Class or Sergeant with at least 6 years of related experience OR in lieu, at least 11 years of related experience.
? A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Preferred Skills
? 8 years of experience in Rail or Site Logistics is preferred
