Job Description :

Background:

1.0 Background

The goal is to reduce technical debt, modernize applications and tools, and align our technology platforms with evolving business and operational needs. This effort will address key technical challenges while enabling faster response to business demands. A primary task will be migrating our Ruby on Rails portfolio to a Kubernetes environment, ensuring a scalable and robust foundation for future business initiatives.

2.0 Scope

Clientis seeking a Level IV Software Engineer, a skilled Ruby on Rails developer that possesses extensive solution development knowledge with the ability to work on a defined set of business systems.

3.0 Objectives

The objectives of this contract effort are:
? To modernize and upgrade the Ruby on Rails platform, ensuring applications and tools meet evolving business and technical demands.
? To enhance system performance, security, and scalability by leveraging modern Ruby on Rails technologies, aligning them with critical business operations.
? To support and enable existing teams to focus on high-priority business initiatives by backfilling resources and accelerating delivery timelines.

4.0 Tasks and Delivery (Job Description)

The contractor is required to complete the following tasks during the contract period:
? Platform Migration
? Migrate the Ruby on Rails portfolio to a Kubernetes environment to improve scalability and operational efficiency.
? Ensure all applications are containerized and optimized for Kubernetes deployment, enabling rapid scaling to meet business demands.
? Implement CI/CD pipelines to automate and streamline deployment processes for faster time-to-market.
? Application Modernization
? Upgrade outdated Ruby on Rails components to the latest versions to ensure compatibility with modern frameworks and business needs.
? Refactor legacy code to enhance maintainability, performance, and alignment with business workflows.
? Integrate modern frameworks such as Ruby on Rails 6 and other tools to improve functionality and business responsiveness.
? Performance Optimization
? Conduct performance testing and tuning to ensure applications meet both technical and business throughput requirements.
? Identify and resolve bottlenecks to improve response times, supporting better customer and operational outcomes.
? Implement caching mechanisms and other performance enhancements to optimize both user and system experiences.
? Security Enhancements
? Ensure all applications comply with the latest security standards and meet the Laboratory's business and compliance needs.
? Implement advanced security features, such as WS-Security, OAuth, and SSO, to support secure business workflows.
? Perform regular security audits to maintain operational integrity and protect sensitive business data.
? Documentation and Knowledge Transfer
? Develop clear, comprehensive documentation for all migration and modernization activities to support business continuity.
? Conduct training sessions and knowledge transfer workshops focused on enabling business teams to leverage new capabilities.
? Provide ongoing support and mentoring to ensure successful adoption of modernized systems and business tools.

5.0 Required Knowledge, Skills, and Abilities
? Comprehensive knowledge of Ruby on Rails development and Kubernetes.
? Extensive experience with system modernization and aligning technical upgrades with business priorities.
? Expertise in containerization, CI/CD pipelines, and performance optimization.
? Excellent communication skills, with the ability to understand business requirements and translate them into technical solutions.
? Proven ability to collaborate with business stakeholders to design solutions that drive organizational success.
6.0 Work Location

Work will be performed remotely, and team communication will be done through Microsoft tools such as Microsoft Teams and Microsoft Outlook.
7.0 Work Schedule

Core business hours are Monday through Friday, 8:30 am 5:00 pm CDT.
8.0 Technical Direction of Work

Report to the Manager, Custom Software - Enterprise Software Solutions within Business and Information Services.

9.0 Task and Time Reporting The project managers measure work performed by the contractor on a task basis. The tasks typically represent 20 to 80 hours of effort with performance being measured at the completion of each of the assigned tasks. Hours and progress against planned tasks will be reported weekly. 10.0 Government-Owned Property

Client will supply a government-furnished laptop, PIV Card, and PIV Card reader.

11.0 Security Requirements

The Cyber Security Program Office follows the National Institute of Standards and Technology (NIST) Cyber Security Framework. All subcontracts, where applicable, will work within the same requirements as though the subcontractor was part of the Laboratory's cyber program.

Client's Cyber Security Program requires that all persons who access sensitive data or applications must learn and adhere to protection requirements of the data or application, must not bypass procedures established to protect data and applications, and must immediately report any findings of inadequacies in protection procedures to the Cyber Security Program Office

In cases where staffing is required, vetting of identity (NIST 800-63 Identity Assurance Level 3) and strong authentication (NIST 800-63 Authentication Assurance Level 3) will be required. client uses the HSPD-12 smart card for staff relationships that last longer than 6 months.

Clientmay provide relevant information requested from the vendor or remote access as required to gather information. U.S. citizenship will be required for any access to systems or data.

The manager of the contract and the Cyber Security Program Office must approve authorization for remote work.
12.0 Computer Protection Program

The contractor(s) shall adhere to all policies and procedures of the client Computer Protection Program, must not bypass any procedures established to protect data, applications, hardware, or communications at client, must maintain a work environment that will satisfy audit, privacy, and protection requirements, and must report any findings of inadequacies to the technical contact and the client Cyber Security Representative.
