Development Director, Affordable Housing (Hybrid/Remote) Company Overview... Alliant Communities is a Calabasas- based (Los Angeles) developer focused on acquiring, entitling, developing and owning Affordable and Workforce Multifamily Residential housing primarily in California and the Western US. The company currently owns and is entitling and building multiple projects in both Northern and Southern California as well as Chicago, and Las Vegas, NV and has a robust pipeline of new development acquisitions. Position Overview: We are seeking a well-organized, creative and detail-oriented Development Director to join our Multifamily Residential Development team. The Development Director, Affordable Housing oversees junior staff and assumes full responsibility for the successful completion of multiple new construction and rehab affordable real estate development projects in various phases of development. These responsibilities start from site identification and project conception through construction completion, lease-up and close-out, ensuring a smooth transition of the project from development to Asset and Property Management. The position will also assist in acquisition activities, including helping to identify and evaluate opportunities, manage RFP submittals, suggest terms, and create offers. This opportunity offers autonomy and abundant learning and growth opportunities. Key Duties and Responsibilities: ? May supervise one or more department staff. Trains, motivates, and develops staff; assures staff conform to organizational policies and procedures and government regulations; provides day-to-day guidance and oversight of subordinates; actively works to promote and recognize performance. ? Create and maintain project proformas, cash flow projections, and project schedules. ? Prepare applications and secure acquisition, predevelopment, construction, and permanent financing from public and private lenders. Sources may include local city, county, state, and Federal financing programs. ? Manage and oversee the entitlement process, including submitting land use applications, attendance at hearings and neighborhood meetings, working with land use attorneys, planners, architects, engineers, other consultants, and local officials. ? Secure and maintain political and community support, including developing and implementing community acceptance strategies, giving public presentations, and fostering individual relationships with key stakeholders. ? On an ongoing basis, as needed for the project, prepare and make public presentations to planning commissions, city councils, neighborhood groups, etc. ? Helps select design team, general contractor, and other consultants, negotiates contracts, and spearheads, coordinates, and directs the team throughout the construction and development process. ? Manage project costs throughout the development process including preparing and maintaining ongoing project budgets and management of the draw process. ? Oversee all aspects of real estate closings for acquisition, construction, and permanent financing, including coordination with lenders, investors, attorneys, limited partnership agreements and other legal documents, etc. ? Assist with the identification and acquisition of new development opportunities including listed sites, off market opportunities, and preparing and submitting detailed, professional responses to Requests for Proposals (RFPs). ? Drives to and researches sites and performs all basic due diligence, physical and financial feasibility, entitlements, community support, and market values. ? Works with supervisor to negotiate terms and specific language to be included in purchase and sale agreements and assists in negotiations for acquisition of property, drafting letters of intent, purchase and sale agreements, exclusive negotiation agreements, disposition and development agreements, or other tools to formalize relationships with sellers and partners, but will not have signature authority. ? Prepares internal reports and presentations, and works with other divisions within the company to gain approval for proceeding with acquisitions, funding, and other project milestones. ? Maintain current knowledge of public and private financing programs, economic or legal issues involved in zoning codes, building codes, and environmental regulations. ? Represents Alliant Communities at targeted industry conferences and seminars. ? Other duties as assigned Qualifications: ? 5+ years LIHTC development experience. ? Deep knowledge of and experience applying for, securing, and leading closings with TCAC, CDLAC, HCD, and other local, state, and Federal financing programs. ? Bachelor's degree required, Master's degree preferred, in Real Estate, Urban Planning, Business, or a related field ? Able to work independently with only broad direction from supervisor and willingness to work overtime, as needed. ? Highly proficient in Microsoft Excel and MS Office. ? Ability to create proformas, project timelines, and budgets from scratch and maintain them through the life of the project. ? Proven experience in all phases of both new construction and acquisition-rehab development from site identification through entitlement, design, construction, lease-up, and stabilization. ? Superior writing, communication, and presentation skills. ? Ability to work effectively with community groups, including individuals and groups with diverse economic and educational backgrounds. ? Valid driver?s license and availability of an insured vehicle to travel within California.
