The Senior Manager, Technology Project Management Office (PMO) Processes and Tools is an expert in the Program/Project Management field and is responsible for driving program and project management best practices to streamline, advance and accelerate new and existing PMO processes. The Senior Manager, Technology PMO Processes & Tools Lead is responsible for leading definition, rollout and improvement to Enterprise Technology project management processes and tools and will help to stand up this new capability for the org including governance, team leadership, management, prioritization of work and delivery of technical solutions to support the project management community.
This leader will provide direct people leadership to PMO Process Managers, Project Managers, Change Management, Developers and Operations support teams, will drive project management governance standards and processes and will implement PM tools to support our long-term goals. Role can be on-site in Orlando, FL, Burbank, CA or Seattle WA.
In this newly created role to support the PMO Center of Excellence (COE), the leader will partner across the organization to drive the adoption and maturity of PMO processes, standards, and tools improvements to offer predictable delivery of programs and projects for our organization. The leader will oversee definition and continuous improvement activities around program delivery, raising the maturity and capabilities of the program delivery discipline. This includes:
? Develop, implement, improve and enforce program and project management frameworks and processes to support technology projects based on project size and complexity
? Influence and advocate for project management processes, standards, and policies
? Establish change management processes for enhancements impacting project management frameworks
? Cultivate a culture of collaboration, continuous improvement and accountability
? Monitor compliance with policies and project quality standards
? Drive metrics, reporting and governance to measure adoption and maturity of project management discipline across the organization
? Own delivery and operations of PMO Tools, customizations and integrations to support the management of programs and projects
? Establish and build training curriculum to support project management teams
? Assist teams with planning and coordination of projects through Demand processes for large initiatives
? Direct people management responsible for career development, performance management and communication for PMO resources at the individual contributor and manager level
The Senior Manager, Technology Project Management Office (PMO) Processes and Tools works in a fast-paced, collaborative environment and reports to Enterprise Technology, Director, Technology PMO and may also support technology programs across one or more Enterprise Technology pillars and portfolios.
Job Responsibilities & Duties
People Leadership
? Accountable for leadership, coaching, performance management and career development for a large team
? Provide feedback on quality, timeliness and cost-effectiveness of customer and internal deliverables, and coach direct reports regularly
? Meaningfully contribute to the forecast and allocation of resources based on essential demand, skills, and mobility opportunities
? Build a team environment of self-organization, retrospect to learn and adapt with the goal of delivering the highest value to our guests and cast
? Proactively identifies and resolves resource constraints on programs/projects to meet program commitments across one or more pillars
? Provide metrics to understand resource allocation and alignment to strategic priorities
? Provide oversight, guidance, and execution of Project Management Office (PMO) functions, including risk management, schedule management, resource planning and deliverable coordination
? Work without considerable direction and maintain responsibility for the supervision and development of first level managers and individual contributors
? Improve agility, scalability and rapid deployment of resources through expanded labor provisioning options
Program and Project Management Delivery
? Coach, mentor and provide expert program-level experience in leading complex technology projects or multi-threaded efforts including application delivery, infrastructure, networking, data management, security, and business relationship management
? Provide technical execution leadership to one or more project managers, process analysts, change management analysts, developers, and operations resources and is required to deliver projects within the leader's responsibility
? Act as the executive alignment or escalation point on key customer engagements
? Partner with our executive sponsors to ensure strategic portfolio and program goals are clearly identified, understood, and codified
? Drive and implement processes to work on the development and maturity of internal implementation processes (staffing, delivery, escalations, prioritization, etc.)
? Prepare executive-level project status presentations and dashboards and creates data visualization elements to provide a graphic demonstration of project analytics and metrics
? Expert facilitator that can lead meetings and large workshops driving commitments, accountability, and deliverables
? Consistent demonstration of a growth mindset with the ability to scale and manage projects in different disciplines; provides coverage
? Meet regularly with cross-pillar teams to solicit feedback to drive adoption of project management processes
? Collaborate with cross-functional teams to align and integrate processes and routines
Project Methodologies and Frameworks
? Serve as subject matter expert and 'go-to' person for guidance in the project/program management discipline
? Accountable for working across teams (executives, project managers, and vendors) to mature program and capabilities, respecting the diversity of each organizational area
? Identify process and practice improvements in the project management environment and drive initiatives to mature Project and Program Management services (e.g. artifacts standardization, onboarding process etc.)
? Expert knowledge of the integrated systems lifecycle development utilizing different - and sometimes - multiple Project delivery frameworks (e.g., agile, waterfall, hybrid, etc.)
? Sponsor/facilitate process improvement discussions across internal functions to implement changes that improve organizational performance and processes and accelerate project management maturity
? Drive adherence to project processes, procedures, methods, and standards for project delivery and leverage across the project
? Direct the identification of risks which impact project delivery and ensure mitigation strategies are developed and executed when necessary
? Responsible for the management of multiple projects; manages a department, product or process with a large amount of independence.
? Thorough understanding of product and software development lifecycle processes, procedures, and tools and/or thorough understanding of network infrastructure deployment
? Thorough understanding of technical project delivery with a focus on Agile delivery and Agile work management tools such as Jira, Rally, VersionOne, etc.
? Expert at using modern work management and collaboration tools (Smartsheet, JIRA, MS Project on the Web, Confluence, SharePoint/Teams, Slack/Teams)
? Advanced experience in leadership guiding teams to think Lean and be Agile with the ability to shift entire teams from Waterfall to Agile product delivery
? Help teams improve the maturity of program execution while maintaining quality and cost ownership Promote deeper PM expertise complemented by technical expertise
? Identify best practices in tools, artifacts, and processes to increase maturity of our program management holistically
? Help drive holistic methodology, artifacts, and tools
? Build strong relationships across the organization
? Utilizes expert communication skills to facilitate project-related conversations with technology senior leaders/managers/directors and service owners alike, and driving tasks and project dependencies to completion across multiple supporting teams; with accountability for mentoring other project and program managers
Technical Depth
? Strong Technical working knowledge in application delivery and one or more domains with the ability to flex across other domains including: workplaces services platforms and services, on-prem and SaaS/PaaS content and collaboration tools, security, websites & portals, email/messaging platforms, video and voice solutions deployed at scale, workplace devices, support, and authentication; Network and Infrastructure working knowledge: Datacenter migration, wireless refresh, network segmentation, Cloud migration.
? Supports projects in the enterprise software space (SaaS, PaaS, and On-Prem) with integrations across diverse environments.
Work Experience
? 5+ years proven experience in IT PMO creation, maturity, and management; demonstrated experience establishing, best practices and processes for a large-scale matrix cross-discipline technology organization.
? 10+ years of proven experience as a leader and decision-maker in leading large technology, multidisciplinary efforts across a large-scale matrix organization, preferably for a large company
? 10+ years of experience with providing project management and technical direction to project teams using a Software Development Life Cycle framework, including Waterfall and Agile
? 5+ years experience serving in a leadership role on a small to mid-sized Agile development teams that was diligently applying SAFe, Scrum, or Kanban principles, practices, and theory, with a focus on Agile delivery and Agile delivery tools
? 5+ years of demonstrated experience in a people management/supervisory role in technology, including: direct people management of individual contributors
? Strong experience managing project financials
? Experience working with technology approaches and techniques related to application delivery, architecture, integration, infrastructure across all project phases
? Demonstrated ability to influence and motivate teams to adopt new processes and tools
? Expert knowledge of change management methodologies, processes and frameworks
? Experience with project and portfolio management tools (e.g. PPM Tools - Clarity, Clarizen; Jira, Smartsheet etc)
? Strong communication, prioritization, influencing and problem solving skills
? Ability to adapt to changing priorities and lead multiple tasks and teams simultaneously
? Demonstrate experience working in a matrix environment managing multiple stakeholders, and have a leadership presence
? Experience with conducting research, quantitative analysis, and presenting analytical findings to internal and external stakeholders, including team members, clients, and executives
? Proven experience working with customers to develop solutions to complex business problems.
Required Education
BA/BS in business, computer science preferred or other technical field or appropriate work experience Master's degree preferred.
Licenses / Training (e.g. professional certifications)
One or more of the following Project/Program Management certifications (e.g., PMP, ACP, AgilePM, PgMP, CSM, etc.)

The hiring range for this position in California is $176,200 - $220,300 per year and in Washington is $184,600 - $230,800 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience among other factors. A bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.
