About the position
The Senior Proposal Specialist at Abt Global plays a crucial role in the proposal development process, particularly for US Federal Civilian agencies such as USAID, CDC, CMS, and EPA. This position is part of Abt's Proposal Center of Excellence (PCOE) and is responsible for leading all administrative aspects of proposal development. The specialist ensures the quality, security, and integrity of all proposal volumes, with a specific focus on Cost and Business Volumes. The role requires exceptional organizational, communication, and problem-solving skills, as well as a strong background in proposal development and familiarity with the Shipley-based proposal development process. In this role, the Senior Proposal Specialist will assess proposal requirements, identify potential challenges, and break down complex information into manageable components. They will need to be flexible and adaptable to changes in proposal requirements, adjusting strategies and content as needed to meet evolving needs. The specialist will also identify and escalate risks related to solution alignment across volumes and collaborate across the organization to ensure a cohesive, integrated, and well-coordinated proposal across all volumes. Effective communication with all stakeholders involved in the proposal development process is essential to ensure quick action and results. The specialist will perform skilled information management and research, proficiently administering the proposal SharePoint site and compiling background research documents from internal and external sources as needed. They will coordinate the internal flow and review of proposal inputs, manage schedules, track and drive resolution of team actions, and direct the submission of the final document master proposal to production. Additionally, the Senior Proposal Specialist will support the proposal manager in managing response development schedules, coordinating meetings, documenting meeting notes, and tracking actions efficiently. The role also involves developing innovative solutions and enhancing the quality of proposals by utilizing available resources, including industry knowledge, templates, and past experiences.
Responsibilities

? Assess proposal requirements, identify potential challenges, and break down complex information into manageable components.

? Be flexible and adaptable to changes in proposal requirements, adjusting strategies and content as needed to meet evolving needs.

? Identify and escalate risks related to solution alignment across volumes.

? Collaborate across the organization to ensure a cohesive, integrated, and well-coordinated proposal across all volumes.

? Facilitate effective and direct communication with all stakeholders involved in the proposal development process to ensure quick action and results.

? Operate independently to coordinate inter-departmental efforts throughout the proposal development with specific focus on the Cost / Business Volume.

? Develop innovative solutions and enhance the quality of proposals, utilizing available resources, including industry knowledge, templates, and past experiences.
Requirements
? Bachelor's Degree +12 years of relevant experience, or Master's Degree +10 years of relevant experience.
,
? 8+ years' experience in developing proposals for US Government Federal Civilian clients, specifically USAID, EPA, Dept. of Labor, HHS, or HUD.
,
? Understanding of the US Government procurement and contracting regulations and ability to apply those requirements to final proposal submissions.

? Demonstrated experience in successfully coordinating proposal development efforts for US Federal Civilian agencies, including USAID.

? Demonstrated expertise and proven ability in driving integration across all Proposal Volumes (Technical, Management, and Business / Cost).

? Proficient in the use of SharePoint and/or Microsoft Teams.
,
? Knowledge of and ability to apply the Shipley-based proposal development process.
,
? Experience bidding for USAID contracts and cooperative agreements preferred.
,
? APMP certification a plus.
,
? US work authorization with no sponsorship is required.
